This is a well-known, oft-cited complaint.
The following InfluxDB queries are useful for templating in Grafana:
show tag values from measurement with key = <tag key>
show series from measurement where tag = <tag key>
I believe that Grafana implemented something in their latest release to alleviate your suffering. But I have not had a chance to test. Be sure to use the latest Grafana.
I agree that InfluxDB should not return data that has not been requested (e.g., the time).
