I was looking at the Relay project for HA, looks like there hasn't been any
activity on the project for many months.

Has it been abandoned?

Update: Since I wrote this post we’ve delivered on the things I’ve promised.
We created influx-relay <https://github.com/influxdata/influxdb-relay> as a pure open source option for high-availability setups.
I think Telegraf may be the defacto successor to influx-relay.

telegraf has nothing to do with high availability.

sure they released influx-relay, but given the strategy they outlined in
the blog post I've linked above, it is not likely that they put lot of
effort in it and it is possible they stopped contributing to it all
together. 57 commits and 10 contributors in 2 years make it a dead project.

clearly, being open source, other people/companies could have stepped in;
but that monetization decision might have rubbed people the wrong way and
other open source time series databases are out there for scratching your
hacking itches.

Well, officially it's as you noted, inactive, but if you take a look in the forks you would see some community devs fixing & implementing new features,

I my self contributed to a fork of the relay, and using it in a kind of 'production' environment, and it is https://github.com/valbendan/influxdb-relay which adds supports for 'balancing' (randomly) queries between influxdb backends..
